What is McKinney-Vento?

The McKinney-Vento Homeless Assistance Act ensures that all children and youth experiencing unstable housing have equal access to the same free, appropriate public education, including public preschool education, as other children and youth. The primary focus of this program is to facilitate the enrollment, attendance, and success in school for all children and youth, regardless of their housing situation. 

Who Qualifies?

Under “homeless children and youth”, those who lack a fixed, regular, and adequate nighttime residence qualify, including those who are:

• Sharing the housing of others due to loss of housing, economic hardship, or a similar reason
• Staying in motels, trailer parks, or campgrounds due to the lack of an adequate alternative
• Staying in shelters or transitional housing
• Sleeping in cars, parks, abandoned buildings, substandard housing, or similar settings
• “Unaccompanied youth” are homeless children and youth who are not in the physical custody of a parent or guardian.
